Need help identifying maker marks on a 4 inch common shell

This shell was posted on the IAA Forum recently and the owner was wondering about the markings stamped into the shell below the driving band (missing). Length of the shell is approximately 14 inches (355mm) and diameter is 4 inches. Marking are shown in the photos posted below. Any idea as to where and who produced this shell? Any information would be most appreciated.
