Odd Capped Bofor projectile ????

I have not seen this before, it looks quite original, a practice of some type ?

I think the cap is not original to the projectile.

The projectile looks like a 40mm Mk2 HE Tracer projectile.

Does it have a threaded pocket in the base for Tracer?
 
The plug has the shape of a tracer. Indeed anything is possible with this, the only similar shape is on a practice COW projectile.
There is no indication of any kind of fuzing in the cap. It could just be a cap some one was making and there it is. But it is well
made and a perfect fit thread wise.
 
This type of projectile must have been in service for some purpose as I have an identical proj. fired, I am in Australia! Unfortunately it has been lying out in the weather & markings are right where the rust patch is!

It might be interesting if possible to remove the cap on yours and see what is inside.
It's either some kind of practice - sand fill etc. Or one wonders a capped AP with a penetrator
inside ? Otherwise I can't think of a reason for this design ?
