Can anyone identify this projectile?

Diameter - 210mm - 220mm

Length - 670mm

The base extends 60mm below the bottom of the projectile and is 160mm in diameter.

The driving band and the letters on the base look like from a french 220 mm mortar shell but I have no idea about the strange shape - interesting!
 
To be honest, the building i was looking at this item in was pretty dark and it wasn't until i looked at the pictures that i realised it had writing on.
I'll see if i can get another look at it and check.
