Question about a .303 cartridge

Hello

I have a question for a friend.

He reloads, and when he worked on an old .303 british, the bullet broke (not the case, but the head)
In the head he found a little piece of tissue.

what can it be ?

Whilst the nose filler on the .303 inch Mark 7 bullet is usually aluminium, other materials have been approved and used in wartime.

Wood, ceramic and compressed paper have all been used and I suspect he found one of the latter.
