Questions on 40mm shell markings

Hello,

I have some questions on a shell with the following measurements:
- length: 70mm
- diameter: 40mm



Does anybody know the following:
- what is the meaning of the letters A.S.P.?
- what is the meaning of the letters LWM?
- what was it used for?
