Looks like an early version of a SUS (Signal Underwater Sound).

Agreed. There are about a hundred variations over the years. The newer ones (US) are typically blue plastic with a lead sleeve on the nose. Some of these devices containedexplosive charges, some not. There are a couple of threads on them. One was a thread of Gordon's, with a variant that had a slightly different appearance.

Don't know. I'm pretty sure that I have the same piece, but without powder.

The explosive ones sometimes have something like plaster of paris in the tail, not sure for what purpose.
