Removing seized Fuze from an inert 18 Pdr HE Shell

Hi All,

I have recently acquired an 18 Pdr HE shell, sold to me as 100% inert (unfired but empty) that has a steel (unusual?)103 fuze fitted. It was initially checked by weighing, but just to make absolutely certain I managed to get the top unscrewed off the fuze to double check it was empty by pushing a rod through the channel in the centre of the fuze right to the base of the shell and confirming there was none of the nasty stuff in it. My problem is that I cannot get the fuze to budge. I've soaked it in penetrating oil, used heat on it etc, but it steadfastly refuses to unscrew. Has anyone any suggestions or methods of freeing it off? Any ideas appreciated!
