Riot Grenade

I would like the name, country and use of this riot or gas grenade?
It is made from a fragile fibre or hard rubber? that broke and I glued it together again. The body join did come apart and was possibly sealed with a band of tape.
It is not L13A1 anti-riot or a USA Mk 3A2 but looks similar except for the size.
It is 65mm x 124mm wide (2 1/2" x 4 7/8"). the join is 50mm from the base. Greyish-black colour.
There is a thin steel disc at the top holding the threaded aluminium fuze primer holder. The striker is a black plastic body. Lever is not marked.
Holes were possibly drilled to show it is inert. I hole on top and larger hole in the base.
