Russian 25 X 218 training round

My first impression was that this was whittled out, so to speak, from a wooden rod. I didn't notice it WASN'T until I was glitzin' up the pictures I took of it. My guess is a phenolic resin of sorts, molded onto the steel base. First I've seen crafted in this manner.

This one is East German (GDR) not Russian. There were also 12.7x108 and 14.5x114 made this way.
