Russian 37mm engine starter?

Recently I found several of these Russian casings in Latvia. I am not sure what it is exactly.
It had a steel plate with holes in the top of the case. The complete length is 88mm and in the bottom it says:
19-43

184 R or K


Could it be an airplane or tank engine starter? I had also heard someone else about a round for the Russian ATO42 flamethrower.

I don't have any diagrams but it does look very similar to the flame thrower case from OT-34 tank ..
However I'm far from confident about this
 
Like RichardB said, an OT-34 tank flamethrower. If it had a steel plate with holes in the top that would be my guess.
