Looks like it might be a converted projectile with the driving band removed and fins added.
 
It was habitual in the Russian bombs that were turned projectile into air bombs her ao-2,5 was turned of a projectile of 45mm

Correct Yoda. AO-2,5 converted from 45mm shell is shown lowest in this picture. Soviets converted several different caliber artillery shells to bombs.

SPANISH BOMB made of Catalonia during the civil war of 12kg they all are in good condition, the worst her ao-8 regards
 
These bombs were made from ex 76.2 mm Russian shell brought down to 75mm or from ex 75mm French shell (left over from ww1/RCW) - not 45 mm. It was a common practice in ww1 and in the interwar period, in France and Russia at least, to transform artillery shells as air bombs - not as a "field mod" but as part of a regular industrial process.
EOD's illustration comes from the book by E.Pyr'ev S.Reznichenko, the most ultimative work ever written on Rusian aviation bombs of the 1912-1945 period.
