Signal cartridge indefication

Hello everyone,
I am trying to identify a British 1-inch Very signal cartridge found in Israel.
The brass headstamp is:
ELEY LONDON J.W.
Measurements:
Rim diameter: 29.2 mm
Body diameter: 27.0 mm
Brass head with paper/cardboard body (body mostly missing)
Composite brass head consisting of an outer cup and an inner cup with a central flash tube.
Rim is fully knurled, which, according to British references, indicates a red signal cartridge.
The cartridge was recovered from an area associated with British military activity in Palestine. It could date either from WWI (1917–1918) or from the British Mandate period.
I have found many examples of ELEY LONDON V, but I have not been able to find another example marked ELEY LONDON / J.W.
I also found references that Joseph Wells & Sons (J.W.&S.) and James Pain & Sons loaded British signal cartridges using Eley brass heads, but I have found no evidence that J.W. alone was used as a headstamp.
Does anyone recognize this headstamp or know the meaning of J.W.?
Any catalogue references, photographs or War Office documents would be greatly appreciated.
Thank you.

That is an interesting headstamp on the red 1 inch Mk V flare.
Never seen this flare headstamp and my thoughts are like yours. J Wells & sons but not confirmed .
I see the J.W & S on WW2 flares.

Сегодня я нашел точно такой же. Теперь их два. Нашли в одном и том же месте.1000009662.jpg1000009663.jpg

I cannot find when Mk V flares were introduced but no more Mk1V were to made after August 1911 (from List of Changes).
so my guess is from 1916 to end of WW1 era when your flare was fired?
I had hoped somebody could confirm the JW maker.
