Spanish 81mm Drill ?

Hello,

I found this drill round, with a plug fuze, and I first thought it was Italian but after a few research I now think it is Spanish. I still has some remnants of light blue paint, but no markings what so ever except for the propulsion cartridge: 16 ORBEA 16 VICTORIA.
Can someone confirm this is a Spanish round and which model as well as give me an idea of the time it was produced?

I have something similar named W400. Only info, it's length without fuze which would be 333mm.
