Stamp from 37x94 Russian shell case

Can anybody identify the stamp on this Russian 37x94? I would like to know the period. It has some standard marks I see more often on Russian 37x94, like the "inverted N" with the number 3, the number 311- and the Naval anchor. But I do not think the date is 1942. Anybody any idea?

Definitely cyrillic markings, but quite untypical to be Russian WW1 or WW2. Could it be for example Bulgarian?
