It looks like a U.S. drill loading dummy in either 155mm or 6 inch (152mm) The brass components are to provide a soft but durable surface for repeated loadings in the gun, without wearing out the steel rifling, etc. on the gun.
By the shape, it is most likely been designed to simulate a shrapnel projectile, and it has the fuze of a shrapnel projectile. it could be late WWI through the inter-war years. It could have still been used for training in WWII.
