Strange Pliers

Can anyone help with the identification of these pliers they have a prefix number/code engraved by hand on the serial number which looks like it could be Russian, so I wondered if they may be lease lend items from America or something like that. Other wise I have no idea what they are, and they could be a plumbers tool even!!:neutral:But I would prefer it was something like a fusing tool.
