strange round in 37x249R case

Found this in friends basement, case is definitely 37x249R for PAK36 AT gun. but round doesn't look like 37mm HE shell, i suspect that this might be a round for Czech 37mm Skoda gun, or some 37mm AA gun but still help needed.

Looks very much like Soviet 37mm OZ-shell. Made in Czechoslovakia, too. Would green color indicate a drill round?

Looks like a dummy made from available components. This has been observed before.
