The German WW1 petard and the charge packet

The packet pictured below is known to be a pre WW1 civilian demolition charge. These have been found in early WW1 German bunkers and that is fact. The German army entered the war with these civilian charge packets. The packet pictured is original (empty and inert). One of the panels of the box (not shown) has a circle in the middle for insertion of a rudimentary fuze. When I got the packet it came with an "oral history" that these were used to fill the charge on early ersatz petard grenades. If used as such I think they were used on the earlier model (middle of 2nd picture) and not the more uniform slightly later model (left picture). I have never been able to confirm this but do know these packets are found in early German bunkers about the same time the petards were in use (late1914 - early1915).
