IMHO, it's a french ALSETEX RUBBER TRAINING grenade (see picture), which can be fired by hand (adding a igniter with lever), by COUGAR (riot control forces launcher), and by rifle with discharger
It should measure 55mm diameter, 89,5mm height and weight 300g
