Unknown 27x70b round

I had a friend who I have bought a few items before send me this a few days ago. It appears to be a brass cased US experimental 27x70b round, but I am not sure of the projectile type. It has a fuze that disassembles, no primer, no head stamp, and some type of sticky white paint on the base of the casing.

Anyone got any ideas? I heard of there being a few different types of ammunition made for the 27mm gun including a HEI loading, can anyone confirm thats what this is?

Measurements:
Projectile Diameter: 27mm
Case Height: 70mm
Projectile Length: 103mm (only the section above the case mouth, projectile does not remove from case)
Total Weight: 19.8 ounces/563 grams

I've never seen a fuzed one.

Same as I thought, I have not seen a fuzed version either. Its interesting for sure, and I believe its real, otherwise someone went to some real trouble to make it.
