Unknown 95mm Projectiles.

A friend took these photos of unknown projectiles. The diameter is around 95mm and the thin driving bands could indicate Japanese, French or German made??
My guess is WW1 or earlier Japanese because of the anchor near the base.
The solid projectile is 235mm long and the HE type is 215mm long. Any information re country or gun used is appreciated . Ron.

I now own these projectiles and they appear to be Japanese 95mm pre 1900? I have no references to Japanese guns in this calibre.
They came from Japan years ago. (I am told from a museum). The anchor would mean made by or for Japan I guess.
94.3mm diameter . 96mm diameter of the bands. Bands are 5mm wide. Solid weighs 9kg. HE weighs 6.5mm. All help is welcome.
