Hi,

I am struggling to find the exact designation for this item.

The main problem is the unusual design of small fins on the nose cone.

Any help is appreciated.

I believe that those "small" fins on the nose by the major diameter are to center the warhead in the launch tube/barrel, acting like a bourrelet would on a artillery projectile.
 
Where was it photographed? The Chinese seem to favor 80mm in their RPGs. Maybe go down that path.
