Unknown bomb or scatterable?

Here is an item that a friend of mine found ...

He thought it might be a deck model of a Russian bomb, but due to the workmanship thought it might be a scatterable item instead. I thought I would post it here and see what everyone thought.

It's steel, or some ferrous alloy, with four metal fins, and two raised bands cast into the body.
The outside diameter: 1 5/8"
The inside diameter: 1 1/4
The overall length: 7 3/4"
There's a partial "demil" cut that goes through into the interior.

Did you happen to figure out what the card taped to the body said. It looked like the year on the card was 1991.
 
I had the card translated by a friend and it says:

EVERYONE AT THE SOURCE FACTORY
to to delegates of the USSR
January 1991

Not much help.
