Unknown Bomb?

This is another item the Former Aberdeen Ordnance Museum (now at Fort Lee) has ...

I am not sure it is a bomb. It might be a bomb that was changed to a rocket? I am not sure about the rail type item found on the top of it. Plus no lugs.

Any ideas?

could be a projectile modified to a bomb. Looks like a bomb type fuze in side. Maybe like the shells modified as bombs like the Japanese used in WW2 ?No rotating bands, so sure looks purpose made.
 
Apparently, PC 1800 RS.
Picture is coming from the book of Wolfgang Fleischer "German air dropped weapons to 1945"

You can see the rail type hanging system and the groove on the rear of the body to conduct the command wires from the charging head to the fuze, rear installed.

AFAIK there was also such thing as PC 1600 bomb - the same warhead as in PC 1800RS but with "normal" ringtail, without rocket motor.
