unknown cartridge case

One of my employees picked this up for next to nothing in an antique store. It resembles a cartridge, but I'm not sure if it is. There's no hole for a primer that I can see, but maybe it's a factory dummy/trainer? I'll let you folks decide. Here's some of the measurements (in inches):

OAL: 8.890
Diameter of bottom flange near base: 2.210
Thickness of same flange: .110
Diameter (approximate; it's slightly tapered) of "belt" near bottom flange: 2.135
Thickness of "belt": approximately .080
Diameter of case near belt: 1.980
OD of case mouth: 1.943
Wall thickness of case mouth: .023
ID of "primer" hole: approximately .500 (slightly tapered)
OD of "primer" boss: approximately 1.285 (slightly off-center)

I can see no markings of any kind on it anywhere.

Yeah, it just looks like a case that came out of the press, and hasn't had the lathe work done on it to finish up the rim and bore the primer hole.
