It is the fiberglass container for a French SS-11B1 missile warhead. The missile is shipped in a fiberglass box, and this container protects the warhead. The missiles are delivered in pieces, and must be assembled before being placed on the launch rails. They have large metal covered wooden fins and are wire guided.
If there is a warhead inside, they typically come in two types, a blue plastic ogive practice version, with powdered florescent dye powder inside, or a yellow tipped metal OD Green HEAT warhead.
