Unknown South African found old projectile

I am hoping that someone on here will be able to offer some information on this projectile found in SA recently, the pictures were emailed to me from a friend working on a project over there. It ame from the water front in Cape Town. The wire grid has been attached as the item came out of the electrolysis tank, there are four wooden hollow plugs and it originally had a wood rod running down through the centre,

It shows resemblence to these incendiary shells. I'd look in that direction.
