Unusual knife ?

It's a centering hole needed for lathe work. Large MT drills can have such a hole but your knive wasn't a drill before (compare to the profile of a real drill). In my opinion a workpiece from a lathe turning practice.
 
Cyclone knife

So this was a steel rod originally, later lathed into present shape? Right? I know little about metals. How was the colouring of this piece achieved?

Yes it is called a Cyclone knife.

Oh well, don'tcomplain, you're just not allowed to take these weapons into school or prison, over here in the Netherlands you're not even allowed to have em in your own house.
 
It's a Putin centring device. You simply sit him on it and tell him not to move or his innards will become outards.
