Unusual headstamp 37 x 95 R

Hello, I attach pictures of unusual headstamp 37 x 95 R Hotchkiss from Georg Roth. Does anyone have any information about this marking? Maybe for export? I have several other rounds of Austrian production, but they all have typical military headstamps.

I have one like this and for 15 or so years, have never seen another til now. The best answer I have had is it s a salesman's sample or promotional piece. Please let me know if you find any information on it. Thanks.
 
Perhaps for commercial export, SFM had similarly marked cases after they took over Hotchkiss.
