Unusual Projectile

Can someone ID this projectile and explain the second upper driving band.
The pictures were sent to me today and i wonder if it's someones attempt at adding an additional driving band to a French 75mm projectile.

Diameter - 75mm
Length - 280mm

Lower driving band is 20mm from the base and the upper band is 40mm from the base.
Both bands are 15mm width

Thoughts?
