Unusual Projectile

Can someone ID this projectile and explain the second upper driving band.
The pictures were sent to me today and i wonder if it's someones attempt at adding an additional driving band to a French 75mm projectile.

Diameter - 75mm
Length - 280mm

Lower driving band is 20mm from the base and the upper band is 40mm from the base.
Both bands are 15mm width

Thoughts?

Could it be someone tried to make it look un-fired by lathing down the top band?

The top band looks like steel, instead of copper.
