Very strange 155mm find

Looking for ideas or explanations for this. The item is a U.S M485 Illumination round but it is 'banana peeled' for lack of a better term.
Definitely not the standard outcome for the functioning of one of these.
Does anyone have any ideas or documentation on how this occurs?

Someone doing range cleanup put a charge on the nose, thinking it was an M107 and too dangerous to move with a Mech-time fuze on it. The HE charge opened it up.

I've seen one live dud M485 that had been fired with the shipping ring in place.
