Very strange 81mm Brandt

Came across this 81mm Brandt mortar shell with this strange holes on the body that someone used as the candlestick. I presume that shell is of French origin and that three holes might be added additionally. If anyone have more accurate info on shells like this one it would be appreciated.

Germans had Wgr40 Ubung/Training shell with holes on the body placed similarly as on these, can that be the case here?

C'est bien un projectile de mortier français. Son nom, 81 mm d'exercice Mle 1951 PLPN (partiellement lesté de poudre noire). Il a été utilisé en France, jusqu'à très récemment. Pour savoir si l'obus tiré a bien fonctionné, au moins deux des trois opercules doivent percés et brûlés.

This is a French mortar projectile. His name , 81 mm Mle 1951 PLPN(partially infilled with black powder ) . It was used in France , until very recently. To find out if fired shells worked well, at least two of the three lids are drilled and blasted.
 
here it is in my collection fitted with an Italian I-81 fuze.
