250 round, cloth, brass tabs every 3 rounds. The belt material appears to have had some ink stamps on the material before being made into the belt.

Is the 3 32 inkstamp and 32 stamp on feed tab a date?

Feedtab has an arrow inside five point star symbol.

Is this a Vickers belt, Maxim belt or something else?

Nationality?

It is a Russian Maxim belt. Made in 1932. Star and arrow are typical Russian markings.
