Need some help on this one ....

I am trying to ID the manufacturer of this case, as well as the manufacturer of the propellant.

Any ideas.

What is this case for? I can't find the number "357" in the GRAU index. According to the stenciling it is not a fixed round as it doesn't have the "У" prefix.
