What am I looking at ? Could this be a nose cone of sorts ?

I saw this brass cone in a friends collection. The whole cone is made of brass. Diameter at the base is 70.5 mm the hight is 125 mm. There are no markings vissible . On the base there is , what looks like felt.

Could this have been part of a Drill Round ?

Or is it the nose cone of a propeller of sorts ?

Please help if you can.

Could be a cone for a boat propeller (don't know what they are called) but the part that goes over the center of the prop.
 
I am with Spaceinvader on this,Castelated threads points to being locked in place with a split/shear pin so it looks like it is the spinner from some kind of marine prop,
 
Well done guys, it never ceases to amaze me the extent of knowledge here on bocn..........both inside and outside of ordnance.
