Looks like something you would mount to the wall (turn them sideways) as candle holders.
 
Its a Coal Scuttle! You fill it with coal and it sits by the fire side so you can top up the fire every now and then.

They're miniature coal scuttles BUT would probably be used as table accessories for holding bread rolls or similar . Well , that's my theory !
 
My Grandmother actually had a pair and she used them in the kitchen as flour and sugar scoops.........Dano
