What does this 37mm headstamp mean?

Looks like a standard USA M16 case.
37x222R x55.3
But the headstamp seems unusual .... M13 at 12o'clock and GL 1942 at 6o'clock
Can anyone please explain this.

M8owner your M13 case also has the "G L" ...any ideas what that means?
