Just a guess but !

Taking a long shot here I would say you have a 4.5 in Naval "Drill" round dressed up as an HE, the case appears to be new as it bears a Naval "Unified" threaded Electric primer.
The fuze and the projectile are probably a lot older and I am guessing that the filling is "Lead shot".
Perjaps you could let us have a few pictures of the shell body ie driving band and general shape.

Lead balls

Hi
Micro lead balls are use in Drill shell
I've found it in 18 pr Shrapnel Mk II Shell with drill case and Drill Fuze N80 Mk II
