What is this "chute" for?

Can you guys help me identifying these two items?

Both items are from a weapons drop in Denmark late in the war.
The high hat is most likely a pilot-chute for the parachute used for container droppings. It has the usual spring coil inside often associated with pilot-chutes, but what puzzles me is that it is closed in both ends so the air would have a hard time getting inside the sock. Also to my knowledge all container and agent drops in Denmark during the war were with a static-line deployment, hence no need for a pilot-chute.

So could it be for something else, like a wind indicator dropped from the plane?

Can anyone recognize the metal construction, it is made from spring steel and about 20cm long, what is it for?
