Not mine and wondering what it's for exactly ~
It’s almost 7.5 inches high by 1.75 inches. The 120 CD1 marked cartridge, which is jammed into the body of the thing, is about 1.5 inches in diameter.

Tail(?) boom for a French 120mm mortar. Holds the propellant, drops off as it leaves the tube.
 
I guess these could be reused, if not seems expensive - Popular with anyone nearby I might wonder ?

I think it's more likely part of tail of a French 120mm PEPA-LP-ED mortar projectile from the 60s :
