Looks like a fragmentation body from a bounding mine
Diameter and length would be good to know
and maybe a better pic and description of the nomenclature on the top

It seems there is a scale for the length of safety fuse or the like. Maybe a crude design of a mortar projectile? Maybe one of the many substitutes in WWI?

It seems to be a russan mortar typr GR of the 1WW, long: 155 mm, Diam: 88 mm.
