I have seen this for sale but nether me nor the seller know what it is, can any one tell me what it is and or what its worth.

Hello I have seen something similar and was told it could be the end of a Bangalore torpedo {looks like a wooden tip on the end }to push thru wire etc. Just guess !!!Regards Daryl
 
That's exactly what it is- nose from a Bangalore torpedo . The base part should be Bakelite.
