100 mm caliber, LOT BR 87, ACU
Umpty, head very load, and base wall thickness
No place for fuze
Perhaps nothing to have with ammunition?

It looks like it has a rotating band and 2 crimping grooves. Howitzer style artillery projo, maybe practice?

body exactely is 98.5mm
No stamped letters, very strange for me, perhaps a drill or manipulation shell no sure , driving band is in steel metal and not adapted for a good loadind (cylindrical driving band) and the round is very long for a shell.
