Why are Romanian 7,5 cm Krupp L/30 field gun shell cases necked?

In my research I found a Romanian shell case dated 1908 for the 7,5 cm Krupp L/30 m1903 field gun. I noticed it deviates from other shell cases, as it clearly has a neck, while normally the case are straight tapered. It resembles more the 7,5 cm Krupp L/30 M1909 shell cases that have a neck.

Does anybody know if the Romanian version of the M1903 had a modification or was special in any way?
