Why "travel" and not "safe"?

I've often wondered why they stamped "travel" and not "safe" on British number 1 grenades.

Thanks to an extract from the "Annual Report of the President, Ordnance Committee for the year 1906", kindly supplied by Norman Bonney, we've now got the answer.
