WW1 German fuze ID: ZUSATZLADUNG ?

Can anyone identify this fuze listed on eBay, and what it would have been fitted to?

Listed as a German WW1 fuze, but use of diecast seems to indicate later - has "38" stamped which could be a year?

Appears to have time graduations up to 56 seconds, which is a very long time for an igniferous fuze, but it's not a mechanical fuze.

Marked: "ZUSATZLADUNG" which translates as "ADDITIONAL CHARGE".

Any ideas?

it't not german, it's a Austro-Hungarian M8a. The 38 ist not the year it must be made between 1915 and 1918. The scale is in hectometers and not seconds. I don' have the firing table but 5600 m should correspond to around 22 seconds. Used on 7,5 cm M.15/8a shrapnel for the M.15 Skoda mountain gun.
