Hello

Maybe a British shell and certainly not with gas filling. I think this man is burning explosive filling and he needs to move the shell and scratch inside with a bar.
A former EOD guy told me they used to burn explosive inside shells or bombs without opening (only with the fuze well open) but they had to scratch inside to avoid excessive heat and gas concentration (to prevent explosion) !
