Gordon . I think this may be a casualty gas mask that was issued to the rescue services . It allowed a patient on a stretcher to be supplied with air if there was a gas attack . They are quite rare . Mike.
 
Makes sense to me as the bottom looks like it would be tied up around the upper body.
I'm sure if any one out there collect CW items my buddy would sell it. If interested email me.
