double brass banded & double fuzed (no fuzes)

Unknown mismatched (?) case and baton combination. It has been suggested to me that this is an unfinished or scrubbed L5A4 case paired with a commercial baton... markings on base are 'W' and '12/85'. Baton is very hard - not a type I have seen before.
