11 inch Howitzer casing ?????

But it's only 3 - 3 1/2 inches across ??
It was used to mount a Vikers gun table lighter ~

Well I don't even think such a gun existed ! So as a mistrike the casing was likely binned for recycling.
But got pulled out cut down and used for the table lighter. So was there an EOC sideline of making such things ?
